In late June, Puerto Rico’s governor, Alejandro García Padilla, made headlines when he announced that the island’s $72 billion of debt “is not payable.”  In this week’s Brandeis NOW, Professor Dan Bergstresser, an expert on US municipal debt, weighs in on how Puerto Rico got into this mess and its prospects going forward.
